Indeed, it is, but this is version 1.14 (24 Jul 1997), so current Perl distribution has more recent ExtUtils::Embed, so I come to conclusion that this 'genmake' was reaped out from ExtUtils::Embed

Looking again at http://cpansearch.perl.org/src/DOUGM/ExtUtils-Embed-1.14/genmake and into perlembed.pod I now have an opinion that this explanation is not current, and even questionable 

Moreover, nowadays, after so much improvement in Makefile.PL and ExtUtils::MakeMaker support, there is no special about embedding in Win32.

So attached is my vision of correcting the problem :)
