Proof that no one has ever likely used Perl for locales with non-ASCIIdigits

There are special regnodes for matching digits in a locale.  However, 
there is no code to generate them.  Instead the regular digit match 
regnodes are generated.  This works if the locale has digits matching 
the ASCII 0x30-0x39; and fails otherwise.
