[perl #80224] PATCH: cleanup some regex code

This cleanup includes some minor efficiency and portability 
improvements, and fixes some compiler warnings introduced in the recent 
Unicode bug patches, and fixes a bug in a utf8.h macro that was masked 
by it heretofore not being called directly
