Out of curiosity, I did some repo dumpster diving.

The "vaguely deprecated" comment was recorded in commit
a0d0e21ea6ea90a22318550944fe6cb09ae10cda in 1994 (which was also the
release tag of perl-5.000) and attributed to Larry Wall.

The tongue-in-cheek target date of "2168" was added in a "major pod
update" in commit 19799a22062ef658e4ac543ea06fa9193323512a in 1999 and
attributed to Tom Christiansen.

Given that a recent email supports the view that Larry intended the
feature to be deprecated, his "vaguely" and Tom's "2168" may have been
funny at the time, but the humor is probably more misleading than
funny a decade-plus later.  :-)
