I'm in favor of adding the warning, but wouldn't want to see
the feature actually removed until there is a demonstrated need
for that.  It is my understanding that this is the current policy.

It sometimes happens that old servers die, and you can no longer build
very old versions of Perl on the replacement server, which will come
with a new version of the OS.

So yes, it is obviously a case of poor planning not to be prepared for
certain disasters, but it does happen in the real world even when nobody
likes to admit that it happened to them personally. :)
