[perl #79500] static POSIX extension seems to completely break it

This is a bug report for perl from perl@plan9.de,
generated with the help of perlbug 1.39 running under perl 5.12.2.

After fixing the Encode bugs, the next thing that completely breaks in 5.12
is POSIX. The testsuite fails 153 tests, almost all of them with:

cpan/libnet/t/hostname.........................................Can't locate auto/POSIX/autosplit.ix in @INC (@INC contains: ../../lib ../../t .) at ../../lib/AutoLoader.pm line 173.
