[perl #79274] [PATCH] Create proper Cygwin $ENV{PATH} in test.pl

This is a bug report for perl from jdhedden@cpan.org,
generated with the help of perlbug 1.39 running under perl 5.12.2.

For Cygwin, runperl() in test.pl adds ':/bin' to $ENV{PATH}.  However, if
$ENV{PATH} is initially empty, the leading colon causes the following error:

Insecure directory in $ENV{PATH} while running with -T switch at
./test.pl line 566.

The attached patch sets $ENV{PATH} to just '/bin' when it's intially empty.
