POD =encoding regression?

Hi,

$ pod2html Semlex.pm > Semlex.html
/usr/bin/pod2html: no title for Semlex.pm.
/usr/bin/pod2html: Semlex.pm: unknown pod directive 'encoding' in paragraph
746.  ignoring.

The directive in question is

-----------------
=pod

=encoding utf-8

=head1 NAME
...
------------------

Unfortunately

$ pod2html -v
Scanning for sections in input file(s)
^C
$ pod2html --version
Unknown option: version
/usr/bin/pod2html: -: invalid parameters

but perl -V says 5.12.2


Last time I saw this not workig was somewhere 2006.
