[perl #77606] Not able to install IOTty 1.03

You filed a bug with the core perl distribution. But neither Expect nor
IO::Tty are part of it. They are available as separate distributions
from the CPAN, are not maintained by the same people as perl itself, and
have separate bug trackers.

There are other places to get support, such as web communities like
perlmonks.org or stackoverflow.com. Since you are on cygwin, you may be
seeing a cygwin-specific issue. In that case, there may be more
appropriate places to look that I am not aware of.

I am closing this ticket as "rejected" since it is not a bug in perl itself.
