I don't know if this would be required for building off a tarball, and I'm not sure if I'm the only Win32 porter with this trouble, but I've been building a Strawberry-ish maint-5.12 checkout this morning, and I needed to apply Florian's makefile.mk change at http://perl5.git.perl.org/perl.git/commit/3bc9c68be9b73fccbaf3154e7c08c09e241a3be6 in order to get perl to build. (I'm not saying anything about the need for the "Makefile" part of the change - but I don't know if you can cherrypick half a change, either.) Just throwing this out there - I'd +1 it if I could... (I can always patch the file in Strawberry's build process for 5.12.2 if you don't decide to cherrypick it.
