I was wondering if we could reverse that.

I believe this would make life easier for both people sending patches
including perldelta entries for their changes, and the ones applying
them. The perldelta changes would always go into the right file for the
next release, no matter when they are applied. Chances are that there
are sill going to be conflicts, but those are much easier resolved if
they're in the right file. Also the chance of a perldelta patch applying
fine to an old perldelta file and going unnoticed there would be
eliminated.

Sending perldelta entries with actual changes is certainly something I
think would be worth encouraging.
