My guess:

1. Clone http://perl5.git.perl.org/metaconfig.git
2. Edit compline/ccflags.U
3. ???
4. Submit format-patch

But that was written with only a 5 minute speed read, so refer to the 
"Jarkko's How to build Configure tweaked by Nick and Merijn" README for 
more information.  The directions look reasonable but there's a lot of 
complication buried there.  For the (perceived) effort, I'll stick with my 
"-A append" trick to avoid the -Doptimize magic.
