Lobbying for early consideration of patch 74702; modernize .t

It's now been two months since this patch was initially submitted, 
although it has been updated since  (Use the June 7 versions for 
patching, as they have been rebased and still should be valid).  There 
are a number of bug fixes and enhancements I'm hoping to get into 5.14 
for charnames, and if months pass between each one, not many will make it.

This patch modernizes charnames.t, and there are a couple trivial 
commits to the main charnames.pm code as well.  One of the perltodo's is 
to do this very thing, convert old .t's into new style.

I don't want to have to work with the old style .t format for adding new 
tests, when the new one is so much easier; and I can't just keep adding 
new code to this bug number, as a number of changes already have their 
own bug numbers.  And, this is just a .t, which doesn't affect perl's 
operation.
