[perl #72362] CPAN ignoring configure_requires

This is a bug report for perl from jbenjore@w3m211a.corp.w3data.com,
generated with the help of perlbug 1.39 running under perl 5.11.4.

CPAN is currently default configured to use the non-core YAML module
for parsing ${module}.meta yaml files but demurrs doing so because the
core does not bundle the library it requests.

In net, any module requiring configure_requires handling will not be
installable by the CPAN shell. Per #toolchain, the CPAN client should
be using Parse::CPAN::Meta.

A check of CPAN shows some 158 modules using configure_requires: for
modules other than ExtUtils::MakeMaker and Module::Build.
