That strikes me as being of the scale and complexity that it's not really
viable unless some is working on it full time.

So logically it would seem to be something possible to fund via a grant
(after all, there is still more money than time currently*), *except* that
it's not obvious who would have the time to assess the proposal and design,
or code review the results.
