config_args is not meant to be digested directly

$ perl -V:^config_arg.
config_arg0='./Configure';
config_arg1='-Duse64bitint';
config_arg2='-des';
config_argc='2';
config_args='-Duse64bitint -des';

I'd consider this not-a-bug
