[PATCH] Fix various 'make' warnings

Patch 1: Add some more modules to @toolchain in make_ext.pl
This suppresses several prerequisite not found warnings during make.

Patch 2: Get ABSTRACT from POD if it exists
Some modules have a .pod file from which the ABSTRACT should be extracted.

Patch 3: Fix ABSTRACT in various modules
Correct the format of the NAME section of the POD so that ExtUtils::MakeMaker
can extract an ABSTRACT.  Also, bump the version numbers.
