In addition to what Craig already said:

http://perl5.git.perl.org/perl.git contains a snapshot link which you  
might be able to use. (I didn't try it so I don't know)

Not really.
maintainer of Test::Smoke is Abe Timmerman aka 'abeltje' but that  
doesn't stop me from writing patches and having ideas (but I keep  
postponing implementing them).

Also: when you start smoking then you should subsucribe to the  
perl-daily.build list:  
http://lists.cpan.org/showlist.cgi?name=daily-build
It is a very slow list (one message in Augustus (which was spam) and  
one in May). Announcements about new version usually go to that list.

Also: on irc.perl.org (MAGNET) there is a #smoke channels. Feel free  
to stop by but do note that answers on questions can take some time  
(due to the different time zone)
