Not really. maintainer of Test::Smoke is Abe Timmerman aka 'abeltje' but that doesn't stop me from writing patches and having ideas (but I keep postponing implementing them). Also: when you start smoking then you should subsucribe to the perl-daily.build list: http://lists.cpan.org/showlist.cgi?name=daily-build It is a very slow list (one message in Augustus (which was spam) and one in May). Announcements about new version usually go to that list. Also: on irc.perl.org (MAGNET) there is a #smoke channels.
