Having just used CPAN.pm on maint-5.10 with failing downloads (proxy), 
I'd vote for c) as the EXTRA output seems rather useless for the end-user.

Somebody else should think about what this means for the CPAN.pm 
$VERSION in 5.10.1 RC1.
