We should derive the version info from the most recent tag.

Then changing the version number becomes a matter of creating the tag.

Of course this also means we have to deal with our version schizophrenia.

Is  Perl 5.10.1-RC1 a Perl 5.10.1 or is it a Perl 5.10.0?

Currently we pretend its a Perl 5.10.1, but we haven't released Perl 5.10.1 yet.
