Bug#55162 File::Spec::case_tolerant performance cygwin

Nobody is looking at tickets, I know.
Can I please point again to the required cywin performance patches for
blead and maint.
Without this File::Spec is terribly slow, esp. with Module::Build.

The cygwin release already has this patch since July 2008.
And some more, but this is very important.
