[PATCH] Update CPANPLUS to 0.87_03

Greetings,

most notable is the VMS patches from Craig, but I picked up the  
change to
cpantesters and a RT ticket while here. Let's give this one a bit of  
Core
smoking and if all is clear, this will be 0.88 and ready to go in  
5.10.1.

* Apply VMS patches from Craig Berry
* Address #47250: cpanp always returns true when run in batch mode
   $shell->dispatch_on_input now returns a failure indicator if run in
   noninteractive mode (which is what cpanp does)
* With the new cpantesters, the yaml files got redone which broke
   the ->fetch_report code

Dave, this *should* clear all my backlog for 5.10.1, FYI.
