It already does and it already has, just by having this discussion
(again).  For once we have something that is essentially a public
roadmap, though a bit informal.  It would be nice to formalize it, put
it on the wiki, or something.  But we have a plan for what 5.10.1
should be.  Abandoning that now would just create confusion and churn.
