If expectations about the numbering scheme are the holdup, how hard is
it to just change the scheme?

5.10.0.1

And then we can have "major", "minor" and "micro" releases.  And
reserve micro releases for break-fix stuff only, not new features,
which will automatically keep the scope constrained.
