I am sure you are correct that raw commits have not skyrocketed since the conversion to git, but you cannot judge community involvement or openness in raw commits alone. I know for a fact that the conversion to git has done wonders for killing FUD about the Perl community. The barrier to entry for hacking on Perl 5 went from an infinite potential well to a gentle speed bump. (Yes, I just called git a gentle speed bump, but in a good way.)
