Much that I'd like 5.12 out soon too, as there are things I'd like to get
deprecated and into a maint branch, so that they can be ripped out of blead
ready for the nirvana that will be 5.14, I don't think that blead is in a
releasable state currently. Specifically, I'm aware of:

* Nobody (including me) has had time to look at the qr// reference count issue.

* I believe that Rafael and Karl Williamson want to get more Unicode
  refactoring done.

* I've not worked further on the implementation needed for deprecate.pm, CPAN
  and CPANPLUS to work seamlessly, nor has our hitlist of modules to put out
  to pasture on CPAN got any longer.
