I personally would prefer not to do text editing in a web browser.  I'd be
happy to use a wiki such as ikiwiki where I can check out the pages with a
real revision control system and edit them with my regular editor, though.

However, before going down that path, I wonder if such a document might be
only a minor modification of what's in the pod2man man page now, under the
NOTES section.  It's fairly easy for me to start with that and then add
the requirements for NAME and mail the results (to pod-people?
perl5-porters?) and invite comment.
