Tickets in IO RT queue?

Hi,
a friend of mine wanted to fix something on IO::Socket, and he submitted
a patch to RT:
https://rt.cpan.org/Public/Bug/Display.html?id=43573
turns out this is a known issue since at least 2006 (and I've seen it
elsewhere, too):
https://rt.cpan.org/Public/Bug/Display.html?id=20920
I haven't seen the relevance of the other reported issues, but the queue
seems relatively large for IO:
https://rt.cpan.org/Public/Dist/Display.html?Name=IO
So... is this going to be handled?
Is there another channel to send these types of requests?
Or is the current best practice to send a git patch ?
regards,
--d
