[perl #63234] [DOC PATCH] fix some missing parts of IO::Handle pod

generated with the help of perlbug 1.36 running under perl 5.10.0.

Attached is a small documentation patch for a few missing items in the pod
of the IO::Handle module.  These are small fixes, but they assure that
the next reader of the pod won't be puzzled like me.  The patch is to
the perl-5.10.0 release, but I have checked that these omissions have
not been fixed in perl-current yet either.

This documents the previously undocumented fcntl and ioctl methods, and
adds a see also to the IO::File module where the documentation refers
to one of its methods.

This changes only documentation.  Please apply.
