win32/buildext.pl has this:

(my $ext = getcwd()) =~ s{/}{\\}g;
my $code;
FindExt::scan_ext($ext);
FindExt::set_static_extensions(split ' ', $Config{static_ext}) if $ext ne "ext";

The call to FindExt::set_static_extensions() was added here:

Surely $ext ne "ext" is always true, as the return value of getcwd() will
always be a fully qualified path?
