[PATCH] Suppress diag msg from IPC::Cmd

The attached patch suppresses the following diag message
from IPC::Cmd during 'build test':

    lib/IO/Zlib/t/uncomp2.........................................ok
    lib/IPC/Cmd/t/01_IPC-Cmd......................................#
IPC::Run: 0   IPC::Open3: 1.03
    ok
    lib/IPC/Cmd/t/02_Interactive..................................skipped

The patch also bumps the version number.
