http://rt.perl.org/rt3/Ticket/Display.html?id=7525 CPAN now has "If you are on a UNIX, I strongly suggest that you compile Perl yourself from the source code distribution.". And it is not a problem to compile 5.8.8 or 5.10.0 with gcc on Windows (see Strawberry Perl). This ticket can be closed.
