[PATCH] -Uusedl on cygwin

Enable compilation to non-shared libperl.a and static perl.exe. We have 
to explictly -UUSEIMPORTLIB on cygwin.

The same patch should go to 5.10.0 also.
For 5.8.9 not yet tested.
