given/when/smartmatch

What needs doing? I would be happy to have a go at some of it but I have
no idea what changes we want to make.

I guess a pointer to the perl6 spec version it was implemented against
and just diff that against the current perl6 spec might be one way to infer
a potential list of changes, but I get the feeling this has already been
discussed plenty and the people who get to decide (i.e. rgs) have made a
choice. I'd like to just be an implementation monkey.
