[PATCH] is_gv_magical correctly check "ISA"

This patch fixes the check in is_gv_magical for 'ISA'.

I am not sure whether this actually solves any bug (or maybe actually
creates new ones), I just spotted the incorrect check when making some
changes to is_gv_magical for kurila.
