[PATCH] cygwin hints back to old

Revert a part of blead patch #33357
        * no cpu. revert the archname part of patch #33357
          to the old behaviour.

This is mainly for looking at the cpan-testers reports.
For a short time period we have i686-cygwin-... tests here. This is unfortunate.

please also check maint and 5.8 that the archname prefix stays the same.
