Configure cannot find Perl XML Parser in RHEL5

I have had favorable experience with the firestarter firewall on
RHEL4, so after I recently installed Red Hat Enterprise Linux 5
(RHEL5) on a new computer, I tried to compile firestarter. The
"configure" script returned this message:

checking for XML::Parser... configure: error: XML::Parser perl module
is required for intltool

Apparently, this refers to an XML parser component of perl(?), but it
has either changed location or is missing in RHEL5. Does anyone know
what happened or how to fix it?

I installed RHEL5 from the Red Hat ISO's and I installed everything
that was available on those ISO images except KDE. The firestarter
package is the most recent one available (vs 1.0.3).
