Hi p5p,

with this patch, all feature bundles with different sub-versions are 
made equal:

   use feature ':5.10.0';

then is the same as

   use feature ':5.10';

This fixes the issue Rafael brought up that 5.12.0 croaks on

   use feature ':5.10.5';

if 5.10.5 was released after 5.12.0 eventhough it seems natural to 
assume that "5.12.0" > "5.10.5".

Please note that I'm not entirely in favour of having this patch 
applied. The recent discussion about backporting features was going in 
this direction and currently, this is the only proposed way to fix the 
problem entirely. It seems to me that any other fix would include 
dual-living feature and expecting all users to stay on the bleeding edge 
with that. (Suuure...) For details on that, please refer to the recent
