[PATCH] Update File-Path to 2.00

Porters,

The attached diff brings blead's version of File-Path up to that of CPAN 
1.99_02 (plus a minor tweak to silence ExtUtil::MakeMaker warnings on 
EUMM versions < 6.30). Sorry about the size of the patch in terms of how 
much things change. I could produce an intermediate patch or two from my 
repository if this is a problem.

The main impetus was to address the patch that came up here a few months 
ago where someone proposed a new positional parameter to rmtree() to 
delete everything except the root itself. This functionality has been 
added via a new interface.

If ill winds blow no smoke then I'll release it as 2.00 to CPAN  in a 
few weeks time and cross my fingers.

I've tested this out on a variety of platforms and Perl versions all the 
way back to 5.005_04 and I'm confident I haven't broken anything.

I have grepped all of core for uses of File::Path, and I don't see 
anything by visual inspection that looks hairy enough to break. I 
sync'ed blead and applied this patch and all tests pass.

If anyone can test it on VMS, StratOS or other less-frequently travelled 
systems I'd be most appreciative.
