OK, I've now tried it in Perl 5.8.4 on VMS and it appears to be fixed
there at the latest.  You may want to upgrade to a newer version of
Perl, and if you can't do that, consider at least upgrading to the
latest PathTools from CPAN (which includes File::Spec):

I recommend closing the ticket as there's no evidence the bug exists
in recent or future versions of Perl.
