[PATCH] Add $VERSION to Module::Build::Version

The file lib/Module/Build/Version.pm does not have $VERSION
defined.  However, in the META.yml file in the CPAN
distribution, it is listed as version 0.58.  As a result,
cpan's "r" command reports it as out-of-date:

Package namespace         installed    latest  in CPAN file
Module::Build::Version            0      0.58
KWILLIAMS/Module-Build-0.2807.tar.gz

The attached patch adds $VERSION to the file to correct this.
