XS::APItest and XS::Typemap installed in blead

The PODs for XS::APItest and XS::Typemap both state that they should
not be installed, however, they are as is seen in the .packlist:

/usr/lib/perl5/5.9/cygwin/XS/APItest.pm type=file
/usr/lib/perl5/5.9/cygwin/XS/Typemap.pm type=file
...
/usr/lib/perl5/5.9/cygwin/auto/XS/APItest/APItest.bs type=file
/usr/lib/perl5/5.9/cygwin/auto/XS/APItest/APItest.dll type=file
/usr/lib/perl5/5.9/cygwin/auto/XS/APItest/libAPItest.dll.a type=file
/usr/lib/perl5/5.9/cygwin/auto/XS/Typemap/Typemap.bs type=file
/usr/lib/perl5/5.9/cygwin/auto/XS/Typemap/Typemap.dll type=file
/usr/lib/perl5/5.9/cygwin/auto/XS/Typemap/libTypemap.dll.a type=file

Is this the expected behavior with blead?
