I tried to publish B::Lint 1.09 as a module to CPAN last night but got denied because I don't have the proper PAUSE perms. The point to this is to allow people on perls older than 5.8.9/5.10 to use the new features and bugfixes. When I looked at this awhile ago, I found it worked all the way back to 5.005_03. That might not be true anymore after adding in Module::Pluggable but in general it is. I'm going to ask the PAUSE maintainers for access to the B::Lint namespace. Please object now if you plan to. btw, http://diotalevi.isa-geek.net/~josh/cpan/B-Lint-1.09.tar.gz is exactly what you'd get if you were using bleadperl right now but is accessible to previous versions.
