Vendor patches

As I am in the process of some revising of README.hpux, amongst other
changes to document the end-of-life roadmap for HP's PA-RISC CPU's, I
noticed that the most recent official Perl from HP (on the td193) had
a lot of patches locally applied, that have not been notified to the
perl5 porters.

I am under the impression that HP cooperates with ActiveState to make
their official builds which probably also explains their weird choice
of making a threaded perl their default.

What can/should we do to make ActiveState/HP/Any-Vendor report back
their changes? We just had a lot of feedback from Redhat, and most of
those patches found their way into the current development.
