[PATCH] Update Params::Check to 0.26

Greetings,

I've just released Params::Check 0.26 to CPAN. Attached is the patch  
to update
bleadperl to 0.26. The patch also encloses a 'make manisort' by  
default, so a
bit more shuffling in the MANIFEST than strictly needed for this patch.

Below is the changelog for this release:
