[PATCH 5.8.x] 'Fix' Text::Balance version number

Add quotes around the value for $Text::Balanced::VERSION so
that CPAN will not report that a module update is needed:

cpan> r
Package namespace         installed    latest  in CPAN file
Text::Balanced                    2  2.000000 
DCONWAY/Text-Balanced-v2.0.0.tar.gz
