I wonder if the Apache Portable Runtime could help.  It obviously makes
at least a little bit of sense to treat a pre-existing portability
layer like a platform;
I do not know if the APR offers enough features to do everything.  If not, the
APR might be willing to accept modifications -- the vision of an "APR-native"
perl should certainly thrill the mod_perl people at least.
