IMO CORE should not be bloated by some more Win32 modules.

Those who can not build CPAN modules will use perpared distributions, anyways, so they even do not notice is it CORE or CPAN

And nothing stops you when building your distribution to add extra modules to build process, so CORE in your personal case will be larger
