I don't think so. CPAN is known for it's functionality and versatility.
If there would be a treshold like you propose, many, if not most, authors
(including me) would not care to contribute to CPAN.

Everyone (including me) uses "the best style". All other styles will hinder
the creativeness of their minds.

If I were to release my CPAN modules in "a wrong style", I'd rather just
withdraw them. All of them. I see my style as a signature. Even if you don't
like it, you can see it made by the quality of my hand :) :)
