Hi,

The attached patch makes IO::Socket pass test on win32.

It is a slightly improved version of the code discussed in

Also included in the patch is the changes required to get io_pipe.t to
run on Win32 without hanging. While the latest version of IO:: skips
all of this stuff on win32 the patched version doesnt skip the
io_sock.t tests (as they pass), and provides an enviornment variable
test for doing development on the IO::Pipe stuff on Win32.

Unfortunately I dont understand the material well enough to fix
IO::Pipe, and kinda wonder if its  fixable at all on Win32. Any
assitance that could be provided on this would be welcome.
